Make his head round. 
Draw spiky green hair.
Draw his eyes slanted so they look mad.
Color his eyes in black.
Draw two lighting shaped eyebrows inbetween his eyes.
Draw a black nose. 
Draw a blue mouth. 
Draw two yellow teeth sticking out.
Draw his shirt in blue with no sleeves and in the middle write "sweet".
Draw two arms.
Draw one pant leg purple and one red. 
In his right hand draw a long blue pitchfork.
Put the pitchfork up to his hair.
